Warren Hastings, a known intellectual, established the Calcutta Madrasa in 1781 for the study of Persian and Arabic.

In 1791, Jonathan Duncan, the British Resident at Benares, facilitated the opening of a Sanskrit College at Benares.

Lord Richard Colley Wellesley (and not Arthur Wellesley) founded Fort William College in Calcutta in November 1800. This college aimed to train civil servants of the Company in Indian literature, science, and languages.

Therefore, only pair 2 is correct.
